Dr. Ira Blatstein is Director of Strategic Planning at The Johns Hopkins University Applied Physics Laboratory, a leading research center and defense contractor employing 3,000 people. Prior to joining JHU in 1999, he served as Director of the Naval Ordinance Center at Indian Head, Maryland, and Technical Director of the Naval Surface Warfare Center. He began his career with the Navy as Head of the Explosion Effects Branch in 1976.

Ira is widely published and has given invited papers at technical symposia on topics such as propagation models, underwater explosion, and ocean basin reverberation. In addition to his expertise in ordinance and explosives, he is recognized as a leader in management, leadership, and business systems. Ira earned his B.S. degree from Drexel University and his M.S. and Ph.D. in Physics from Catholic University.
