Joseph McGowan is Director of Federal Programs in the Division of Public Safety Leadership at The Johns Hopkins University. He is one of the founders of The Johns Hopkins University Public Safety Executive Leadership Program. Joe retired after 31 years as a senior executive with Bethlehem Steel Corporation.
Following his retirement, Joe served as an advisor to the chief of police and county executive in Baltimore County. In this capacity, he established a model executive development program. Ultimately, he assumed the role as director of the Baltimore County Police Department. He served Baltimore County for ten years before leaving to assume his current role at the University. Among his many duties within the Division of Public Safety Leadership, Joe is responsible for developing and managing programs and activities for the United States Secret Service, including the agency’s Executive Development Program. In addition, he directs programs for the Drug Enforcement Administration and the Bureau of Alcohol, Tobacco, Firearms and Explosives. He is a leader in the business community, serving on numerous committees and task forces, as well as the Board of Directors of a local bank.
Joe received a B.S. in Economics from The University of Pennsylvania Wharton School of Business, holds an M.S. in Administration from The University of Maryland as well as an M.S. in Management from The Johns Hopkins University.
