David Mitchell, J.D., is the Secretary of Homeland Security for State of Delaware. Prior to his appointment in 2003, Dave was the Superintendent for the Maryland State Police. Dave held the concurrent title of Maryland State Secretary for the Department of Maryland State Police, a cabinet-level position. He served as head of MSP for eight years.
Dave began his police career in 1971 in the Prince George’s County (MD) Police Department. He rose through the ranks to achieve the position of Chief of Police, which he held for six years. Dave is a national leader in American law enforcement and a recognized expert in crisis management and communication and police/community relations. He has written several articles for professional journals.
Dave holds a Juris Doctor degree from The University of Maryland and is a member of the Maryland Bar. He is a graduate of the FBI National Academy and the FBI National Executive Institute. Dave is a former Executive in Residence at The Johns Hopkins University, Division of Public Safety Leadership and is a member of the core faculty of the JHU Public Safety Executive Leadership Program.
