Mr. Talley serves as the Faculty Advisor and Academic Coordinator of the Division’s Intelligence Analysis Programs. In addition to those administrative duties he also teaches courses in that program including the newly designed Art and Science of Decision Making. He teaches a full load in the Police Executive Leadership Programs where he anchors the quality management courses for both the undergraduate and graduate curricula. In addition he teaches two courses in the JHU/USSS Executive Leadership program: Leadership and Organizational Behavior focused on the development of the five Federal Executive Core Qualifications and the twenty-seven supporting competencies; and Leadership Through the Classics. He has taught numerous non-credit programs for the Division’s clients including training for the USSS mentors of SES candidates, and Supervisors as part of the Drug Enforcement Administration’s (DEA) Supervisory Institute. “Dit” serves as the Division’s point of contact for the on-going work with DEA in terms of the Gettysburg Staff Rides.

Scholarly/Research Interests


For the doctoral project “Dit” is developing a study of returning service men and women from Iraq and Afghanistan in connection with the Reintegration programs of the Maryland National Guard. The component of this effort is to identify those who would be well suited to work in the Intelligence field and to assist them with the educational requirements and security requirements to acquire that self-sustaining employment.

Mr. Talley is researching the writings of Mary Parker Follett to determine why she is not better remembered for her significant contributions to the field of leadership and management theory and practice.


Current Activities - Grants/Sponsored Research/Partnership Activities


Governor’s Office on Crime Control and Prevention Grant to provide Training to MD Law Enforcement Agencies, support, report review, submission and compliance with grant requirements.

Federal Law Enforcement Training Center (FLETC) requested study of the appropriate classification of trainers as essential personnel in conjunction with Dr. Phyllis McDonald and with CNA Corporation.

Design development and delivery of customized non-credit training for Drug Enforcement Agency Group Sup. Inst.

Design development and delivery of customized non-credit training of the US Secret Service mentors for the current class of Senior Executive Service (SES) candidates for the agency.
