Currently, Dr. McDonald teaches research and evaluation at the undergraduate level, program evaluation at the graduate level in the Police Executive Leadership Program (PELP), and manages research and development projects. Recently completed projects include: a national assessment of transit security training; development of a curriculum development guidelines for FTA training contractors; a model patrol commander study, a strategic counter-terrorism training program for transit managers; and a program to foster a police management system for agencies in the State of Maryland. Formerly, she served with the USDOJ National Institute of Justice and managed research on police operations, police integrity, and measuring police performance.
She has 18 years of command experience with local police departments and served as sworn commander at the rank of Major, and civilian manager at the rank of 3-star Command Executive. She managed three police academies during the course of her career. She authored several publications including, Managing Police Operations: Implementing the New York Crime Control Model-CompStat, (published in 2002 by Wadsworth Publishing), Police/Student Relations (published by the National Education Association), and Community Policing and Community Prosecution-Differences and Similarities (published by the National Institute of Justice, USDOJ). She has also authored articles for professional journals on management and organizational development. She joined the Division of Public Safety Leadership in 2000. She began her career as a history teacher in New York State.
