Internal Affairs Commanders Forum

The Division of Public Safety Leadership and the Mid-Atlantic Regional Community Policing Institute (MARCPI) sponsor the Regional Internal Affairs Commanders Forum (RIACF). Participants are the senior executives responsible for police integrity, professional standards, and complaint investigation in all of the major police agencies in the region. Since Attorney General Gonzales made improving police ethics and integrity one of the Justice Department's highest priorities, the efforts of the RIACF have become even more critical.

The Forum - the only one in the nation - was formed to offer the following benefits:

  • Specialized Training: Specialized internal investigations training to prepare incoming commanders for their new position.
  • Customized Community: A network for internal affairs commanders that allows for easy and efficient exchange of information.
  • Inter-jurisdictional Interaction: Participants enjoy the benefits of knowledge sharing and building between internal investigators and their commanders.

The Forum, consisting of representatives from 24 federal, state and local agencies, meets regularly - at least every other month - at locations throughout Maryland, Washington D.C., and Virginia. Education is a key component of each meeting; among the topics presented are computer crime, the police officers bill of rights, voice stress analysis, use of force investigations, and federal sentencing.
